Εικονικός ο Προϋπολογισμός του 2013

Η ύφεση θα ξεπεράσει το 7%

 

  • Ο Προϋπολογισμός του 2013 που θα ψηφισθεί αυτή την εβδομάδα από τους βουλευτές που στηρίζουν την τρικομματική Κυβέρνηση όχι μόνο θα βαθύνει την ύφεση, θα διευρύνει την κοινωνική εξαθλίωση, τη φτώχεια και τις ανισότητες αλλά και θα διογκώσει αντί να αμβλύνει το δημοσιονομικό έλλειμμα και το ποσοστό χρέους προς ΑΕΠ.
  • Με συντηρητικές εκτιμήσεις, που παρατίθενται στο τεχνικό σημείωμα που συνεπισυνάπτεται, η υιοθέτηση των ακραίων και πέρα κάθε λογικής μέτρων δημοσιονομικού στραγγαλισμού και απορρύθμισης της αγοράς εργασίας θα έχει ως συνέπεια τη μείωση του ΑΕΠ κατά 7,36%.
  • Οι προβλέψεις του  Προϋπολογισμού για αναμενόμενη μείωση της οικονομικής δραστηριότητας (ύφεση) κατά -4,5% είναι παντελώς ανεδαφικές και προδιαγράφουν από τώρα τον εκτροχιασμό στην υλοποίηση του.
  • Η βαθειά ύφεση που θα προκληθεί από την υιοθέτηση των νέων μέτρων που προβλέπονται θα οδηγήσουν σε σημαντική υστέρηση των αναμενόμενων εσόδων και ασφαλιστικών εισφορών, διεύρυνση του δημοσιονομικού ελλείμματος και περαιτέρω αύξηση του λόγου χρέους προς ΑΕΠ.
  • Με την υιοθέτηση του νέου οδυνηρού πακέτου δημοσιονομικών και εργασιακών μέτρων που περιλαμβάνονται στο αναθεωρημένο Μεσοπρόθεσμο Πλαίσιο Δημοσιονομικής Στρατηγικής, η επίδραση από τις περικοπές στη μισθολογική δαπάνη αναμένεται να είναι περίπου 9,7 δις συμβάλλοντας στη μείωση του ΑΕΠ κατά 5,02%.
  • Περαιτέρω μείωση του ΑΕΠ της τάξης του 2,34% θα προέλθει από τις πρόσθετες μειώσεις των συντάξεων, την αποψίλωση των κοινωνικών επιδομάτων, την κατάργηση των αφορολογήτων ορίων στις οικογένειες με παιδιά, την περαιτέρω οριζόντια μείωση της μισθολογικής δαπάνης στο δημόσιο. Η μείωση της συνολικής δαπάνης από αυτά τα μέτρα εκτιμάται στα 4,7 δις €.
  • Είναι η δεύτερη συνεχής χρονιά που η Κυβέρνηση υποεκτιμά συνειδητά την υφεσιακή επίδραση των μνημονιακών μέτρων. Πριν ένα χρόνο στην αρμόδια Επιτροπή Οικονομικών της Βουλής είχα καταθέσει αντίστοιχες εκτιμήσεις προβλέποντας ότι η ύφεση το 2012 θα ήταν της τάξης του -6,26% όταν η Κυβέρνηση ισχυριζόταν ότι δεν θα ξεπεράσει το -3%. Οι υπάρχουσες εκτιμήσεις του ΚΕΠΕ επιβεβαιώνουν ότι φέτος το συνολικό εισόδημα θα μειωθεί μεταξύ 6,1% και 6,6%, ενώ η ίδια η Κυβέρνηση στην Εισηγητική Έκθεση του Προϋπολογισμού για το 2013 εκτιμά τη μείωση στο 6,5%.
  • Η συνειδητή και εσκεμμένη υποεκτίμηση των υφεσιακών επιπτώσεων της μνημονιακής πολιτικής δεν είναι αθώα. Εντάσσεται στην λογική μιας επικίνδυνης και ατελέσφορης προσπάθειας  νομιμοποίησης των αδιέξοδων μέτρων και  απόκρυψης των αναμενόμενων αρνητικών επιπτώσεων τους για κάθε Ελληνική οικογένεια. Αποδυναμώνει ταυτόχρονα την διαπραγματευτική δύναμη της Ελληνικής κυβέρνησης έναντι της Τρόικα και των εταίρων μας και συμβάλλει στην αναβολή της λήψης αναγκαίων αποφάσεων για την απαιτούμενη αναδιάρθρωση του χρέους και την ανατροπή της αδιέξοδης πολιτικής της βίαιης λιτότητας.
